Sir or Ma’am, I am requesting your help to co-sponsor H.R.3057, legislation that would designate the National POW/MIA Memorial & Museum as “national”. This developing memorial and museum sits on 26 acres in Jacksonville (formerly part of Naval Air Station Cecil Field). 6 acres have been completed and plans are in place for the remaining 20. There are memorials that honor our POWs and MIAs in other areas of the country, but this site will truly be a comprehensive center of national prominence and a place where the public will be educated about POWs and MIAs from all wars beginning with WWII, able to do research, see artifacts and enjoy interactional displays of meaning. It will also be a place for reflection and solace and events will be held throughout the year. Telling the stories of the families of those missing or taken prisoner is paramount as well as tracking and showing current accounting efforts and returns. I am writing to garner your support for the National POW/MIA Memorial and Museum (to be located in Jacksonville, FL) in these specific and direct ways:

H.R.3057 was introduced to the 119th Congress by Representative Aaron Bean on 29 April 2025. The legislation simply provides that the site be designated as a national memorial and museum. No funds or management by any federal agency is involved. The land is under lease from the City of Jacksonville. Unfortunately, what should be a unanimous bipartisan, easily passed bill, has lacked sufficient co-sponsors despite communications from other supportive POW/MIA organizations and those from veterans, advocates and families. We urge your support of our mission to honor all former Prisoners of War; remember and never forget those Missing In Action heroes and the families who seek their return.

The 501(c)(3) organization managing this project has already renovated the old base chapel at what was NAS Cecil Field, has successfully renamed the more than 6-mile roadway that includes the memorial and museum site to POW-MIA Memorial Parkway and opened temporary museum exhibits in existing spaces within the Chapel building. A memorial to Gold Star families was dedicated in 2021 and a display of three aircraft is now on-site. Soon, the memorial will include one of the first POW/MIA flags (a banner) and its history, interactive exhibits and features that will appeal to all ages and ethnicities.

What is still needed is the national designation, passed by Congress to signal to all that this complex, ideally located along I-10 and accessible to I-75 and I-95, will be a place for the general public to seek out as a destination. Visitors will learn more about the wars, those who fought, their stories, their weapons, including aircraft and the stories of the families who remain, many of whom still searching for answers to the fate of their loved ones. It will be a place to study, reflect, appreciate and keep our American military and civilian heroes’ legacies intact.
